Abstract: 【Purpose/significance】The dual wheels drive paradigm of "LLMs+knowledge graph" can create more powerful research tools and applications for public digital cultural resources, which helps to enhance the level of protection, research, utilization, and dis⁃ semination of public digital cultural resources.【Method/process】On the basis of comparing the technical characteristics and advan⁃ tages and disadvantages of knowledge graphs and LLMs as knowledge bases, this article proposes the dual wheels drive model of " LLMs +knowledge graph" for public digital cultural resource management. The requirements and motivations, foundations and condi⁃ tions for constructing this model are analyzed, and the operating mechanisms of the resource layer, data layer, technology layer, appli⁃ cation layer and industry layer are explained.【Result/conclusion】Research has found that the construction of a public digital cultural industry knowledge platform based on the dual wheels drive model of " LLMs +knowledge graph" can better achieve human-machine collaboration, effectively support knowledge service innovation in cultural heritage protection and restoration, cultural connotation min⁃ ing and digital exhibition, intelligent management of cultural assets, cultural education and cultural dissemination in the field of public digital culture.【Innovation/limitation】Combine LLMs and knowledge graph to construct a framework for a public digital cultural re⁃ source knowledge platform.
