AIGC背景下虚假信息治理挑战、机会与策略研究

摘要: 【目的/意义】AIGC的发展显著提升了工作生产效率,改变了信息产生方式,但也相对降低了虚假信息生 成门槛,模糊了虚假信息追责主体,加大了虚假信息识别难度。扬长避短,结合AIGC技术的优点对抗虚假信息,有 助于虚假信息的有效治理。【方法/过程】本研究以 AIGC背景下虚假信息产生的新方式为切入点,深入研究 AIGC 技术产生的虚假信息在法律追责、国家治理及技术层面面对的新挑战,并分析AIGC技术变革对虚假信息治理带来 的新机遇,从而提出了AIGC背景下虚假信息治理的策略。【结果/结论】在法律追责方面建立一核+多元协同的治 理格局;在国家治理层面健全法律法规体系、平衡人工智能与国家信息安全之间的发展关系;在技术层面减少“幻 觉”造成的影响、提高AIGC技术的安全性、构建垂直领域大模型。【创新/局限】从法律追责、国家治理、技术多个层 面综合考虑AIGC技术对虚假信息治理的有效性,未来将考虑引入更广泛的数据源进行实例验证。

Abstract: 【Purpose/significance】The growth of AIGC has significantly increased work productivity and transformed information cre‑ ation, but it has also relatively lowered the threshold to generating misinformation, obscured accountability, and heightened the diffi‑ culty in identification for managing misinformation. Combining the advantages of AIGC technology to combat misinformation, effective governance of misinformation can be achieved.【Method/process】This research begins with the novel ways of misinformation genera‑ tion at AIGC background, deeply explores the associated challenges in legal accountability, national governance, and technology as‑ pects. It also analyzes the new opportunities brought about by AIGC technological advancements for managing misinformation, ulti‑ mately proposing strategies for governance in the era of AIGC.【Result/conclusion】In terms of legal accountability, establish a gover‑ nance framework featuring a central core plus diverse collaboration. At the level of national governance, refine the legal and regulatory system, and balance the development relationship between artificial intelligence and national information security. Technically, miti‑ gate the impact of "illusions", enhance the security of AIGC technology, and construct large-scale models for specialized fields.【Inno‑ vation/limitation】Considering the effectiveness of AIGC technology in combating misinformation from multiple perspectives such as legal accountability, national governance, and technology, future research will consider introducing a wider range of data sources for in‑ stance verification.
