大数据时代的公共安全风险治理新范式 ——《数据驱动的公共安全风险治理》荐读

摘要: 【目的/意义】数据驱动的公共安全风险治理研究,为大数据时代的公共安全风险治理开辟了数据驱动公共 安全风险治理范式,为推进公共安全风险治理范式革新提供了重要支撑。【方法/过程】在系统梳理国际范围内数据 驱动公共安全风险治理的知识积累和最佳实践的基础上,系统论述了数据驱动的公共安全风险治理的理论基础、 研究框架、基本逻辑、专项方法、平台技术及实践路径。【结果/结论】从公共安全数据治理和风险治理双重耦合视 角,提出公共安全风险治理全周期(包括公共安全风险识别、风险评估、风险控制及风险沟通)数据驱动的内涵、内 容、工具与案例,以及数据驱动公共安全风险治理的平台、技术及路径,呈现了数据驱动公共安全风险治理的整体 范式框架。【创新/局限】该书是数据驱动的公共安全风险治理领域中国自主知识体系构建上的佳作代表,对于推动 数据驱动公共安全风险治理领域的理论创新与实践工作具有重要意义。

Abstract: 【Purpose/significance】The research on data-driven public security risk governance opens up a data-driven public secu⁃ rity risk governance paradigm for public security risk governance in the era of big data, and provides an important support for advanc⁃ ing the innovation of public security risk governance paradigm.【Method/process】On the basis of systematically sorting out the knowl⁃ edge accumulation and best practices of data-driven public security risk governance in the international context, the theoretical foun⁃ dation, research framework, basic logic, special methodology, platform technology and practice path of data-driven public security risk governance are systematically discussed.【Result/conclusion】From a perspective of dual coupling of public security data governance and risk governance, the data-driven connotation, content, tools and cases of the whole cycle of public security risk governance (in⁃ cluding public security risk identification, risk assessment, risk control and risk communication), as well as the platform, technology and path of data-driven public security risk governance are proposed, presenting the overall paradigm framework of data-driven pub⁃ lic security risk governance.【Innovation/limitation】This book represents a masterpiece on the construction of China's autonomous knowledge system in the field of data-driven public security risk governance, and is of great significance in promoting theoretical inno⁃ vation and practical work in the field of data-driven public security risk governance.
