Abstract: 【Purpose/significance】Promoting construction through evaluation is a practical need for the development of China's digital government at this stage. This paper combs the relevant literature on the measurement and evaluation of the effectiveness of China's digital government construction, explores its research themes and indicator systems, and provides suggestions and references for subse⁃ quent research【. Method/process】Based on the literature survey, a literature review framework of "two dimensions, four stages, three perspectives, and three elements" was constructed through comprehensive induction, analyzing the stage changes of the evaluation theme from the "time dimension", and analyzing the composition of the evaluation system from the "content dimension"; then summa⁃ rizes existing research deficiencies; finally proposes future research directions【. Result/conclusion】Existing research still has room for breakthroughs in terms of concept definition, theoretical construction, method innovation, and practical application. Future research can follow the logical main line of "problem posing-mechanism analysis-model construction-platform support-deepening applica⁃ tion" to build a better digital government, explore and innovate the theories, methods and applications of effectiveness measurement and evaluation【. Innovation/limitation】This study constructed a literature review framework of "two dimensions, four stages, three per⁃ spectives, and three elements". In future research, it is still necessary to conduct comparative analysis with related research on foreign digital government construction in order to broaden the research perspective.
