高校科研人员知识产权素养评价指标体系构建研究

摘要: 【目的/意义】本研究可丰富知识产权素养理论研究体系,提供知识产权素养测量工具,为知识产权信息服 务机构开展知识产权素养教育提供参考。【方法/过程】参考国内相关研究与国家有关文件,构建高校科研人员知识 产权素养评价指标体系,结合熵权法计算指标权重并确定各指标重要程度,使用突变级数法对高校科研人员知识 产权素养进行综合评价分析。【结果/结论】研究结果显示,超六成的受访者知识产权素养水平较高,但知识产权的 运用、服务能力还需提升。性别差异对科研人员知识产权素养的影响并不明显,专业、学历层次和从事科研时间的 长短对知识产权素养综合评价值均有影响。【创新/局限】使用熵权-突变级数法对高校科研人员知识产权素养进行 综合评价,一定程度上丰富了知识产权素养理论研究体系,但还需更加全面、完备地考虑指标选取问题,扩大样本 数据量和调查范围,以得到更加精准的测评结果。

Abstract: 【Purpose/significance】Currently, there is no relevant research on the evaluation index system of intellectual property lit⁃ eracy of university scientific researchers at home and abroad. This study can enrich the theoretical research system of intellectual prop⁃ erty literacy, provide measurement tools for intellectual property literacy, and assist intellectual property information service institu⁃ tions in carrying out intellectual property literacy education.【Method/process】Referring to relevant domestic research and national documents, an evaluation index system of intellectual property literacy for university scientific researchers was constructed. Combined with the entropy weight method, the weights of the indexes were calculated to determine the importance of each index. The catastrophe progression method was used to conduct a comprehensive evaluation and analysis of the intellectual property literacy of university sci⁃ entific researchers.【Result/conclusions】The research results show that more than 60% of the respondents have a relatively high level of intellectual property literacy, but their abilities in the application and service of intellectual property still need to be improved. The impact of gender differences on the intellectual property literacy of scientific researchers is not obvious, while the major, educational level, and the length of time engaged in scientific research all have an impact on the comprehensive evaluation value of intellectual property literacy【. Innovation/limitation】The comprehensive evaluation of the intellectual property literacy of university scientific re⁃ searchers using the entropy weight-catastrophe progression method has supplemented the theoretical research system of intellectual property literacy to a certain extent. However, it is still necessary to consider the issue of index selection more comprehensively and completely, expand the sample data volume and the scope of the survey to obtain more accurate evaluation results.
