移动应用隐私设置的评价体系构建与实证分析 ——以工信部首批示范APP为例

摘要: 【目的/意义】合规管理作为竞争情报实践应用的新场景,已受到企业的高度重视。数据合规中的隐私保护 是企业持续构建品牌信任和竞争力的关键,有远见的企业高管愿意将其打造成品牌或荣誉,成为新的客户增长点。 本研究结合政策导向,从用户视角对APP隐私设置展开多维评价,有助于提升隐私服务感知,为政府监管和企业优 化提供科学依据。【方法/过程】运用 AHP法构建隐私设置评价体系,选取工信部通知中的 52款 APP为研究样本展 开实证分析,结合调研数据对其进行评价。【结果/结论】首批示范 APP在隐私政策方面基本达标,但多数企业对信 息安全控制重视不够。电子商务类APP需加强广告和内容管理;社交媒体类APP综合表现最差,需加强监管以保 护用户权益。出自头部互联网企业的APP得分相对较高,其中阿里系APP在隐私合规上的做法可作为示范。部分 企业已建立统一的隐私政策模板,未来应继续加强隐私保护,保障用户权益。【创新/局限】选择的科技企业样本虽 然典型,但依然有限,有待进行更为全面的调查研究。

Abstract: 【Purpose/significance】Compliance management, as a new scenario for the practical application of competitive intelligence, has received highly attention from enterprises. Privacy protection in data compliance is crucial for businesses to continuously build brand trust and competitiveness, and visionary executives are willing to turn it into a brand or honor, becoming a new customer growth point. This study combines policy guidance and conducts multidimensional evaluations of APP privacy settings from a user perspec⁃ tive, which helps to enhance privacy service perception and provide scientific basis for government regulation and enterprise optimiza⁃ tion.【Method/process】Using the AHP method to construct a privacy setting evaluation system, 52 APPs notified by the Ministry of In⁃ dustry and Information Technology were selected as research samples for empirical analysis, and evaluated based on survey data.【Re⁃ sult/conclusion】The first batch of demonstration apps basically meet the standards in terms of privacy policies, but most enterprises do not attach enough importance to information security control. E-commerce apps need to strengthen advertising and content manage⁃ ment; Social media apps have the worst overall performance and need to strengthen supervision to protect user rights. The APP from the leading Internet enterprises scored relatively high, among which Alibaba APP′s privacy compliance practices can be used as a model. Some enterprises have established a unified privacy policy template, and in the future, they should continue to strengthen pri⁃ vacy protection and safeguard user rights.【Innovation/limitation】The selected sample of technology enterprises is typical but still lim⁃ ited, and needs to be investigated more comprehensively.
