Abstract In order to better carry out the study on water conservation of forest and serve for the forest management, as well as to promote the development of forest ecological compensation, based on the theory of economic cybernetics and optimal control method, the accounting model of water conservation of forest was established and verified by collecting the data of forest area, rainfall, evaporation, runoff and gross domestic product (GDP) in 7 major river basins in China from 1999 to 2008. The calculated results show that the optimal water conservation price of forest was 1.043 RMB Yuan/m3. This accounting model had statistical significance and economic meanings by testing. It can be concluded that the results in this paper have significant guidance for ecological benefit compensation of forest and water resources management in China.
