西北五省(区)数字政府建设政策文本量化评价
——基于PMC指数模型的分析

摘要:

【目的/意义】数字政府建设需充分且有效的政策体系给予支持,政策文本量化评价能够为政策的制定与调
整提供决策支持,促进数字政府建设政策精准发力。【方法/过程】利用社会网络和扎根理论,对全国八十三项数字
政府建设政策进行文本挖掘,基于 PMC指数模型构建数字政府建设政策评价指标体系。对标指标体系评价我国
西北五省(区)数字政府建设政策,同时与发达省市政策评价等级完美的数字政府政策作对比分析。【结果/结论】西
北五省(区)的九项政策样本中,一项完美,六项优秀,两项可接受。说明其数字政府建设政策重点较突出、政策保
障措施较完备、政策工具运用等较全面。但还存在政策时效低、目标不明确等问题,与发达省市相比,其在政策可
操作性、依据充分性等方面存在一定的差距。【创新/局限】本文开创性地建构了PMC指数模型的数字政府建设政策
量化评价指标体系,基于此对西北五省(区)数字政府建设政策进行评价,减少了政策评估的主观性。

Abstract:

【Purpose/significance】 Digital government construction needs adequate and effective policy system to support, and quanti⁃
tative evaluation of policy texts can provide decision support for policy formulation and adjustment, and promote digital government
construction policies to be precise and effective.【Method/process】 Using social network and rooting theory, we conducted text mining
of eighty-three digital government construction policies nationwide, and constructed a digital government construction policy evalua⁃
tion index system based on the PMC index model. The benchmarking index system evaluates the digital government construction poli⁃
cies of five provinces in northwest China, and also compares and analyzes the digital government policies with developed provinces
and cities with perfect policy evaluation grades.【Result/conclusion】 Of the nine sample policies from the five northwestern provinces,
one was perfect, six were excellent, and two were acceptable. The five northwestern provinces have more focused digital government
construction policies, more complete policy safeguards, and more comprehensive policy tools application, etc. However, there are still
problems such as low policy timeliness and unclear objectives, and compared with developed provinces and cities, there are certain
gaps in their policy operability and adequacy of basis.【Innovation/limitation】 This paper pioneered the construction of a quantitative
evaluation index system of digital government construction policies based on the PMC index model, based on which the digital govern⁃
ment construction policies of the five northwestern provinces are evaluated, reducing the subjectivity of policy evaluation.
