【Purpose/significance】 In order to clarify the motivation of social governance policy evolution, reveal the differences be⁃

tween central and local policy implementation, and provide reference for government decision-making, this paper constructs an analy⁃sis framework of social governance evolution from the perspective of superposition of policy tools and policy topics.【

Method/process】Firstly, the time of policy promulgation and the distribution of subjects were counted to clarify the external characteristics of social gov⁃ernance policies; Then this paper encodes the central and local policy texts from the perspective of policy tools to explore the imple⁃mentation of policies; Finally, LDA and Bert models are used to extract the path of policy evolution to reveal the law of its internal evo⁃lution.【Result/conclusion】 The experimental results show that the current social governance policy tools are mainly basic, and the use of collaborative and innovative tools is insufficient. There is an urgent need to coordinate the structure of central and local policy tools;The level of social governance has been continuously improved, the subjects of governance have gradually diversified, the governance model has become increasingly scientific, and the governance problems tend to be complex.【Innovation/limitation】 The extraction of the evolution path of policy text is limited and remains to be further explored.
