Abstract: 【Purpose/significance】It aims to effectively solve the problem of cross-department,cross-level and cross-region data fu‐sion interaction,and improve the value of government data,so as to provide new ideas for government data governance and provide effec‐tive reference for cross departmental data fusion and governance.【Method/process】Through the soft system methodology,this paper puts forward the conceptual model of government data governance,compares it with the domestic representative government data gover‐nance framework,obtains the optimization strategy,and forms a cross-department,cross-level and cross-region integrated government
data governance framework in combination with the characteristics of alliance chain.【Result/conclusion】The application of alliancechain can effectively solve the problems of data right confirmation and data security,and realize the vertical and horizontal integration,interaction and sharing of government data【. Innovation/limitation】The innovation of this paper is to apply alliance chain technology to the construction of government data governance framework,but it belongs to theoretical exploration research,which needs to be deeply discussed in combination with case study.
