面向智慧政务的政府信息协同网络结构与测度研究

摘要:

【目的/意义】如何有效评估智慧政府信息协同现状成为了值得研究的问题,本文的研究目的是识别智慧政
府信息协同网络结构并对其协同度进行测度。【方法/过程】本文基于复杂网络理论提出了识别智慧政府信息协同
网络结构的方法,同时以网络结构熵作为信息协同网络结构协同度的测度指标。以深圳市智慧政府作为数据来源
进行研究,验证本文方法的可行性与有效性。【结果/结论】研究表明网络结构熵作为衡量网络结构异质性的指标,
在智慧政府信息协同网络的协同度测度中表现出了很好的解释力。通过关键节点的识别与网络结构协同度的测
度可以有效评估智慧政府政务服务的整体状况,从而为提升政府服务效率,简化办事流程提供了相关依据。【创新/
局限】本文通过复杂网络的方法构建了深圳市智慧政府信息协同网络,同时以网络结构熵作为评估深圳市智慧政
府信息协同网络的协同度,为智慧政府信息协同建设提供理论依据。本研究同样存在着局限性,如何有效对信息
协同网络结构进行综合评价,如何利用信息协同网络结构的核心节点之间的联系对信息协同网络进行优化在本文
之中并未提及,同样也成为后续研究的重点。

Abstract:

【Purpose/significance】In the face of the continuous innovation of technology and the increasing work needs of the masses,
government departments have not shown their due efficiency, and the information coordination status of various departments in prac⁃
tice is not ideal. Therefore, how to effectively evaluate the current situation of information coordination of smart government has be⁃
come a problem worth studying, to identify and measure the synergy degree of smart government information collaborative network
structure is important.【Method/process】This paper proposes a method to identify the synergy degree of smart government information
collaborative network structure based on complex network theory, and takes the entropy of network structure as the measure index of
the synergy degree of information collaborative network structure. The smart government of Shenzhen is taken as a case study to verify
the feasibility and effectiveness of this method.【Result/conclusion】The research shows that the entropy of network structure, as an in⁃
dex to measure the heterogeneity of network structure, has a good explanatory power in the measure of synergy degree of intelligent
government information collaborative network. Smart government information collaborative network intuitively reflects the collabora⁃
tive status among various government departments. Through the identification of key nodes and the measurement of the synergy degree
of network structure, the overall situation of smart government services can be effectively evaluated, thus providing relevant basis for
improving the efficiency of government services and simplifying the processing process.【Innovation/limitation】This paper constructs
the intelligent government information collaborative network of Shenzhen City through the method of complex network, and evaluates
the degree of collaboration of the intelligent government information collaborative network of Shenzhen City with the network structure
entropy, which provides a theoretical basis for the collaborative construction of the intelligent government information. This study also
has limitations. How to make an effective comprehensive evaluation of the information collaborative network structure and how to opti⁃
mize the information collaborative network by using the connection between the core nodes of the information collaborative network
structure is not mentioned in this paper, which also becomes the focus of subsequent studies.
