农业科技信息的扩散-吸纳联结机制与运行效率评价研究

摘要:

【目的/意义】科技信息的有效传导与采纳是推进信息化建设及促进经济发展的助动力。面对“信息鸿沟”
和“信息服务最后一公里”等信息传导困境,准确地了解科技信息的扩散-吸纳运行机制、影响要素及效率,并针对
性地设计扩散-吸纳提升策略具有重要意义。【方法/过程】本文将科技信息的扩散和吸纳的运行激励及影响因素进
行了分析,并通过系统分析将信息扩散、信息吸纳视为两个关联子系统,利用网络DEA模型测算了我国农业科技信
息的扩散-吸纳效率,通过效率分析获得了供给主体与吸纳农户效率提升的方向,并针对性地设计了促进农业科技
信息扩散-吸纳过程的效率方向。【结果/结论】结合研究结论,提出了促进农业科技信息扩散-吸纳效率提升策略。
【创新/局限】分析了农业科技信息扩散和吸纳联结机制及链式结构,在构建农业科技投入指标、中间指标和产出指
标体系的基础上,对运行效率进行了非均一测算。

Abstract:

【Purpose/significance】The effective transmission and adoption of S&T information is the driving force for advancing infor⁃
matization construction and promoting economic development. In the face of information transmission dilemmas such as the "informa⁃
tion gap" and the "last mile of information services", it is of great significance to accurately understand the diffusion-absorption operat⁃
ing mechanism, influencing factors and efficiency of scientific and technological information, and to design diffusion-absorption en⁃
hancement strategies in a targeted manner.【Method/process】The operational incentives and influencing factors of the diffusion and
absorption of S&T information were analyzed in this paper. By using system analysis, the information diffusion and information absorp⁃
tion are regarded as two related subsystems. The network DEA model is used to measure the diffusion and absorption of agricultural
scientific and technological information in China. Through efficiency analysis, we have obtained the direction of improving the efficien⁃
cy of the main body of supply and the absorption of farmers, and designed the direction of efficiency that promotes the diffusion and ab⁃
sorption of agricultural science and technology information.【Result/conclusion】Combining the research conclusions, the correspond⁃
ing measures to promote the diffusion and absorption of agricultural S&T information were proposed.【Innovation/limitation】An intu⁃
itionistic chain structure of agricultural science and technology information diffusion and absorption was established,the selection of in⁃
put index, intermediate index and output index of agricultural science and technology needs to be further expanded.
