基于复杂网络演化博弈的政府数据壁垒生成机理

摘要:

【目的/意义】明晰政府数据壁垒的生成机理,为促进数据互联互通提供新思路,对践行数字中国战略和防
治风险灾害危机工作有重要意义。【方法/过程】分析政府数据壁垒生成的影响因素,从单层到多层网络依次构建多
部门博弈模型,引入随机学习方法还原主体能动性,经由MATLAB仿真求解影响因素的作用效力。【结果/结论】政
府数据壁垒的生成是政府数据治理网络中多个政府部门主体反复衡量各方的共同收益、相对收益和分配后的博弈
结果。提高博弈双方推进数据流动的合作收益对控制政府数据壁垒生成最具效力。增加单方的主动收益的作用
效能面临顺风车行为的损耗。来自上级部门的惩罚比奖励影响更大,但受网络规模的制约。降低上下级政府联合
避责的成本会使政府部门倾向于维持原状。据此提出控制数据壁垒生成的实践策略。【创新/局限】创造性地从网
络演化的视角动态解释了政府数据壁垒生成的过程,后续需考虑影响因素的耦合反应,提高网络结构特征提取的
深度。

Abstract:

【Purpose/significance】 Clarify the generation mechanism of government data barriers and provide new ideas for promoting
data connectivity, which is important for implementing the Digital China Strategy and preventing risk, disaster and crisis.【Method/pro⁃
cess】 This paper analyses the factors influencing the generation of government data barriers, constructs a multi-sectoral game model
from a single-layer to a multi-layer network in turn, introduces stochastic learning methods to restore the agent's initiative, and calcu⁃
lates the effect of the influencing factors through MATLAB simulations.【Result/conclusion】 The generation of government data barri⁃
ers is the result of multiple departments in the government data governance network repeatedly measuring the cooperative benefits,
relative benefits and distributed benefits. The most effective way to block the generation of government data barriers is to increase the
cooperative benefits in promoting data flow. The effectiveness of increasing the active benefits of one side will be diminished according
to the theory of free rider problem. Punishments from higher authorities have a greater impact than rewards, but are limited by the size
of the network. Reducing the cost of joint liability avoidance by higher and lower levels can make government departments inclined to
maintain the status quo. Practical strategies for controlling the generation of data barriers are proposed.
Innovation/limitation】 This
paper innovatively explains the process of generating government data barriers from the perspective of network evolution. In the future,
the coupling reaction of influencing factors should be considered to improve the extraction depth of network structure features.
