重大公共卫生事件应急决策主体协同关系及演变特性

摘要: 【目的/意义】重大公共卫生事件频发,严重威胁14亿人民的生命健康。构建科学、统一、高效、协同的公共 卫生应急决策指挥体系是打赢疫情防控阻击战的重要保障,为此迫切需要研究和揭示公共卫生事件应急管理决策 主体的协同关系网络及其演化机制。【方法/过程】从新冠肺炎疫情决策主体协同关系的多信源文本数据中提取节 点和关系数据,建立了不同应急响应等级下决策主体协同关系的网络拓扑图,基于复杂网络方法分析了协同关系 网络的结构特征,并揭示了网络的演变特性。【结果/结论】重大公共卫生事件决策主体协同关系网络具有无标度网 络特性,其演化机制是核心决策主体集中统一领导,众多决策主体通过枢纽节点与其他决策主体产生协同关系;同 时,网络演变具有核心-边缘特性和小世界特性,协同效率和通达性较好。【创新/局限】通过复杂网络方法构建了 决策主体协同关系网络,揭示了网络的演化机制和演变特性。未来可以将决策主体与其应急响应功能结合起来, 探究应急响应功能的动态演变。

Abstract: 【Purpose/significance】Grave public health emergencies break out frequently, seriously threatening lives and health of 1.4 billion people. Building a scientific, unified, efficient and collaborative public health emergency command system of decision-making is an important guarantee for winning the battle against the epidemic. Therefore, it is urgent to study and reveal the collaborative rela⁃ tionship network and its evolution mechanism in emergency management of public health emergencies.【Method/process】This paper extracts node and relationship data from the multi-source text of collaborative relationship between COVID-19 decision-makers, and establishes topological graphs of collaborative relationship among decision-makers under different alert levels. Analyzes the structural characteristics of collaborative relationship network, and also reveal evolution features of the network based on complex network method.【Result/conclusion】Collaborative relationship network of decision-makers in grave public health emergencies presents the property of scale free. Its evolution mechanism is centralized and unified leadership of core decision-makers, and many decisionmakers have a collaborative relationship with other decision-makers through hub nodes. Meanwhile, network evolution has the charac⁃ teristics of core-periphery and small-world, and good collaboration efficiency and accessibility.【Innovation/limitation】Establishes a collaborative relationship network among decision-makers, and reveals its evolution mechanism and features via complex network method. Combine decision-makers with its emergency response function to explore dynamic evolution of emergency response function in the further research.
