Abstract: 【Purpose/significance】Based on the government's perspective, this paper discusses the construction of government data
sharing coordination mechanism, aiming to solve the problems such as weak awareness, weak motivation and insufficient capacity in
data sharing, so as to promote the orderly development of government data sharing.【Method/process】Founded on the research method of evolutionary game theory, a tripartite evolutionary game model of the government, the regulator and the technology-supported enter? prise was constructed, and the stability of the strategies and system equilibrium points of all parties were analyzed.【Result/conclu?sion】The research results show that: (1) Increased benefits of positive sharing and increased oversight by the regulator are contributed to positive sharing of the government; (2) The oversight of the regulator is affected by the benefits that the government's positive shar? ing and the technology-supported enterprise participating in; (3) The technology-supported enterprise appropriately should be super? vised by the regulator. The validities of the stability analysis are verified by simulation experiments. Finally, countermeasures and sug? gestions are put forward for the governments to improve the data sharing mechanism.【Innovation/limitation】A tripartite evolutionary game model of the government, the regulator, and the technology-supported enterprise is innovatively constructed in this paper to study government data sharing, which provides solutions for government data sharing problems such as weak awareness, weak motiva? tion, and insufficient capacity. However, the impact of other factors such as organizational structure and policy environment on data sharing is not considered.
