基于动态网络SBM模型的区域科技创新效率测度方法研究

摘要: 【目的/意义】创新效率一直是技术情报,特别是科学计量学领域的重要研究内容,随着创新理论研究不断
深入,数据与分析模型的不断丰富,跨学科视角下的创新效率测度正在成为一个新兴的研究主题。【方法
/过程】本
研究利用“扎根理论”的方法流程构建了一套跨学科视角下的创新效率测度指标体系,同时针对经典效率测度模型
的不足,围绕着创新活动的内部过程和周期特性,将动态网络
SBM模型与超效率模型和交叉效率的评价思想相融
合,构建了区域科技创新效率测度模型,并以长三角区域为例,对模型进行了比较与应用研究。【结果
/结论】实证结
果验证了本模型在解决多个有效单元的效率值区分度及自评体系下的效率值不可比性等方面的有效性。【创新
/
限】本研究从创新活动的内部过程及动态变化对创新效率进行了测度,同时弥补了经典效率测度模型中效率值区
分度差及不可比性等不足,未来考虑完善指标数据对其合理赋权,同时利用计算机技术进行大规模仿真分析。

Abstract: Purpose/significanceInnovation efficiency has always been an important research content in the field of technical intelli⁃gence,especially scientometrics.With the deepening of innovation theory research and the continuous enrichment of data and analysis models,the measurement of innovation efficiency from an interdisciplinary perspective is becoming a new research topic. Method/pro⁃cessThis study uses the method process of "grounded theory" to construct a set of innovation efficiency measurement index system from an interdisciplinary perspective. At the same time, in view of the shortcomings of the classical efficiency measurement model,around the internal process and periodic characteristics of innovation activities,this study integrates the dynamic network SBM model with the super efficiency model and the evaluation idea of cross efficiency,this paper constructs the measurement model of regional sci⁃entific and technological innovation efficiency,and takes the Yangtze River Delta as an example to compare and apply the model. Re⁃
sult/conclusion
The empirical results verify the effectiveness of the model in solving the discrimination of efficiency values of mul⁃tiple effective units and the incompatibility of efficiency values under the self-evaluation system.Innovation/limitationThis study measures innovation efficiency from the internal process and dynamic changes of innovation activities,and makes up for the poor dis⁃crimination and incompatibility of efficiency values in the classical efficiency measurement model.In the future,it is considered to im⁃prove the index data and give reasonable weight to it,and carry out large-scale simulation analysis by using computer technology.
