自然灾害应急知识管理要素及流程框架构建 ——一项基于马来西亚洪灾管理的案例研究

摘要: 【目的/意义】面对极具复杂性与系统性的自然灾害应急管理工作,知识的重要价值愈发凸显。一个融合结
构要素与演进过程的知识管理整体性分析范式能够对具体的应急管理活动形成理论启发或实践指导作用。尝试
探求对于应急知识管理交叉研究领域的系统性认识。【方法
/过程】多渠道获取了有关2013~2014年间马来西亚甘马
挽洪灾管理活动的新闻报道、政府文件、官方网站、个体评论、学术文献等资料,并综合扎根理论和探索性案例研究
方法对这些资料进行编码分析。【结果
/结论】构建了一个面向自然灾害的应急知识管理要素与流程框架,其中包括
应急知识获取、应急知识整合、应急知识共享、应急知识协同、应急知识应用和应急知识创新六大核心要素,这些要
素在不同的应急管理阶段具有不同的运作流程和应用价值。【创新
/局限】在知识学视角下拓展了图书馆情报学的
研究边界,丰富了应急知识管理理论体系。囿于个案研究在普遍适用性上存在的局限,后续需要寻找更广泛的数
据支持。

Abstract: Purpose/significanceIn the face of extremely complex and systematic natural disaster emergency management, the impor⁃tant value of knowledge is increasingly prominent. A holistic analysis paradigm of knowledge management integrating structural ele⁃ments and evolution process can form theoretical inspiration or practical guidance for specific emergency management activities. This paper attempts to explore a systematic understanding of the interdisciplinary research field of emergency knowledge management.Method/processIn this paper, data such as news reports, government documents, official websites, individual comments and aca⁃demic literature about flood mitigation management activities in Kemaman, Malaysia during 2013-2014 were obtained from multiple channels. Based on the grounded theory, these data were coded and analyzed by exploratory case study method.Result/conclusion
This paper constructs an element and process framework of emergency knowledge management for natural disasters, including emer⁃gency knowledge acquisition, knowledge integration, knowledge sharing, emergency coordination, emergency knowledge application and emergency knowledge innovation six elements, these elements in the different stages of emergency management and application value of different operation process. Innovation/limitationThis paper expands the research boundary of Library and Information Sci⁃ence from the perspective of Knowledge Science, and enriches the theoretical system of emergency knowledge management. Due to the limitations of general applicability of case study, it is necessary to find more extensive data support.
