社会感知数据驱动下突发事件应急管理
的时空语义模型构建研究

摘要:

【目的/意义】社会感知数据(情感信息、用户行为信息和事件信息)驱动下的各类事件和行为信息是人类时
空行为特征和规律的写照。对其进行多源异构数据融合及语义层面的知识组织,从地理空间的视角对社会感知数
据进行知识构建,从而实现突发事件应急管理的措施响应。【方法/过程】本文就面向突发事件的社会感知数据内涵
进行了界定;并且提出了社会感知数据驱动下的时空语义模型:数据获取与处理、基本元素识别、事件类识别及逻
辑推理;最后以自然灾害(暴雨)事件为例梳理与之对应的时空语义模型。【结果/结论】本文面向突发事件构建了一
个通用的时空语义模型,通过重用该本体模型可以快速构建特定类型的突发事件地理本体。【创新/局限】本文提出
的“社会感知”理念及时空语义模型方案为突发事件应急管理领域提供了一种新的管理模式。

Abstract:

【Purpose/signficance】Under the context of social sensing data (emotional information, user behavior and event informa⁃
tion), various spatio-temporal data are the portrayal of human sptio-temporl behavior characteristics and regular pattern. Multi-source
heterogeneous data fusion and knowledge organization are carried out to realize emergency management.【Method/process】This paper
defines the connotations of social sensing data for emergencies, furthermore, a space-time semantic model driven by social sensing da⁃
ta is proposed, which including: data acquisition and processing, basic element identification, event class identification and logical rea⁃
soning. Finally, natural disasters (rainstorm) as examples to describe this space-time semantic model.【Result/conclusion】This paper
constructs a general spatio-temporal semantic model for emergencies. By reusing the ontology model, a specific type of emergent geo⁃
graphic ontology can be quickly constructed.【Innovation/limitation】"Social sensing" concept and space-time semantic model pro⁃
posed can be used as a new management mode for the emergency management.
