图书馆数据治理成熟度评价体系构建

摘要: 【目的/意义】图书馆数据治理成熟度评价旨在衡量图书馆数据治理能力强弱程度,对促进图书馆数据治
理实施进程和改善图书馆数据治理中存在缺陷有着指导性作用。【方法
/过程】本文通过分析现有的数据治理构成
要素的相关研究,提出了图书馆数据治理的构成要素模型。基于此,本文结合图书馆数据治理的行业特殊性和能
力成熟度模型,从数据处理流程与图书馆数据治理构成要素两个宏观维度出发,构建图书馆数据治理能力成熟度
模型,并确立了图书馆数据治理评价体系。【结果
/结论】本文所构建的图书馆数据治理成熟度评价模型提供了判断
图书馆数据治理能力成熟度等级的有效工具,可以反映图书馆数据治理的具体实施效果,快速定位其薄弱环节,并
据此提出有针对性的提升策略。【创新
/局限】本文基于CMM模型,结合数据处理流程和图书馆数据治理构成要素
构建了图书馆数据治理成熟度评价体系。然而由于当前实际进行数据治理的图书馆数量较少,因而未能较为全面
地对比不同图书馆之间数据治理能力差异。

Abstract: Purpose/significanceThe purpose of maturity evaluation of library data governance is to measure the strength of library
data governance ability, which has a guiding role in promoting the implementation process of library data governance and improving
the defects in library data governance.
Method/processBased on the analysis of the existing research on the elements of data gover⁃
nance, this paper puts forward the elements model of library data governance. Based on this, combined with the industry particularity
and Capability Maturity Model of library data governance, this paper constructs the capability maturity model of library data gover⁃
nance from two macro dimensions of data processing process and elements of library data governance, and establishes the evaluation
system of library data governance.
Result/conclusionThe proposed maturity evaluation model of library data governance provides a
tool to judge the maturity level of library data governance ability, which can reflect the specific implementation effect of library data
governance, quickly locate its weak links, and accordingly put forward targeted promotion and improvement strategies.
Innovation/limi⁃
tation
This paper builds a library data governance maturity evaluation system based on the CMM model, combining data processing
procedures and library data governance components. However, due to the limited number of libraries that carry out data management
at present, it is impossible to compare the differences in data management capabilities between different libraries in a more comprehen⁃
sive manner.
