摘要:

国外社会科学数据档案馆由来已久并拥有较为完整的政策体系,对我国社会科学数据中心的规范管理及数据伦理权益的维护具有重要借鉴作用。本文以国外社会科学数据档案馆政策为样本,深入挖掘和提炼政策核心要素,识别和划分政策主体类别及确立各自的责任分工。社会科学数据管理可以从强化社会科学数据管理政策的制定、确立政策主体的责任分工、提高潜在型政策主体对社会科学数据管理的参与度、加强高水平社会科学数据中心的建设力度与服务能力等方面展开,促进我国社会科学数据中心开放负责任的数据,满足公众的科学需求。

Abstract：

Foreign social science data archives have a long history and a relatively complete policy system, which is an important reference for the standardized management of China's social science data centers and the protection of data ethics rights and interests. In this paper the author takes policies of foreign social science data archives as samples, deeply excavates and extracts the core elements of the policies, identifies and classifies policy subjects, and establishes the division of their responsibilities. The management of social science data can be carried out from the following aspects: strengthening the policy formulation of managing social science data, dividing the responsibility of social science data management policy stakeholders, increasing the participation of potential policy stakeholders in social science data management, strengthening the construction and service capacity of high-level social science data centers which will promote the opening of more responsible data from China's social science data centers to satisfy the scientific needs of the public.
