Abstract In order to put the scientific development view into practice,build a resources conservation-minded and environment friendly society,it is necessary to study the permitted requirements of soil and water conservation for production and construction project.Seeing from the perspective of protecting soil and water resources and eco-environment,an in-depth study is made in this research on the permitted requirements both of soil and water conservation,and the soil and water conservation plan for 16 sorts of production and construction projects.The study has put forward such permitted requirements as rejection,restricted approval and delayed approval.For the first time,some quantification norms such as topsoil stripping use ratio,dregs sorting stacking ratio,land bareness degree,second ploughing ratio,water storage measure ratio,water loss and soil erosion influence index are formed into the permitted requirements of soil and water conservation for production and construction projects.
